Sean Oyaas

Sean Oyaas brings over a decade of experience in public affairs, political strategy, and government relations to the Fentanyl Free Communities Foundation. He currently serves as Senior Director of Public Affairs at Rapp Strategies, where he guides complex communications, policy initiatives, and stakeholder engagement efforts across Minnesota.

Prior to his work in the private sector, Sean served as a Political Advisor to Governor Tim Walz and previously led high-profile congressional campaigns, including serving as Campaign Manager for Dan Feehan for Congress and holding senior leadership roles with Bonoff for Congress. His background also includes government relations work at Cargill, where he supported state-level policy tracking across 35 states.

Sean’s career has been defined by a commitment to public service, community-focused problem solving, and advancing policies that strengthen the wellbeing of Minnesotans. His expertise in crisis communications, coalition building, and strategic planning brings invaluable insight to FFCF’s mission to prevent overdose deaths and expand access to life-saving resources across the state.
